Kira has 15 years of experience working in public policy, planning, and evaluation for government agencies and their non-profit partners. She has a wealth of expertise in early childhood education, social work, child welfare, developmental disabilities, and violence prevention. At RDA, Kira works across subject areas, leveraging her cross-system experience to lead and support projects in criminal and juvenile justice, behavioral health, child welfare, and others at the intersections of these domains.
Prior to joining RDA, Kira was a Senior Research Analyst at Mission Analytics Group, Inc., where she worked on numerous planning and facilitation projects. She was the project manager and technical assistance lead on an Evaluation of the Violence Prevention Initiative (VPI) and Youth Workforce Development-Justice System Involved (YWD-JSI) Services for the City and County of San Francisco. In this capacity, she worked regularly with community agencies providing workforce development services to youth and young adults in San Francisco. She also worked on planning and evaluation for Alameda, San Mateo and San Francisco Counties’ Individualized Child Care Subsidy Pilot projects, which included an evaluation of the San Francisco Child Care Connection (SF3C), a centralized database for children in San Francisco County waiting for subsidized child care.
