Caitlin Palmer, M.P.P.

Research Associate

Caitlin is a public policy practitioner with a strong commitment to social justice and strengthening communities. She joined the RDA team with significant experience working with public agencies and nonprofit organizations across a broad range of policy areas. She specializes in managing complex analysis projects and building relationships with collaborators and stakeholders. At RDA, Caitlin has contributed quantitative and qualitative data analysis support to program evaluation and community planning process for county mental health care systems.

During her experience as a Performance Evaluator for the California State Auditor, she analyzed the performance of state agencies and programs to make evidence-based policy recommendations to the state legislature. At the local government level, Caitlin worked with the City of Hayward to develop a multifaceted strategy to engage its residents in environmental sustainability initiatives and mitigate the risks of climate change on its most vulnerable community members. Before that, she helped facilitate a collective impact initiative with environmental education non-profits throughout the Bay Area to include diverse youth in environmental stewardship and science education.
